Oath/Affirmation Compliance Tools
The SROL framework has developed two systematic tools for establishing and assessing witness oath/affirmation compliance at statutory hearings. These tools operationalize the three-part oath structure (accuracy, completeness, exclusion) to support coordination between separated governmental components.
Pre-Hearing Oath Guide
Purpose: Establishes clear understanding of oath/affirmation obligations with witnesses BEFORE testimony begins, creating documented record of acknowledgment.
Use case: Examiners conducting legislative oversight hearings, commissions of inquiry, or judicial proceedings use this guide to clarify the three separate obligations (truth, whole truth, nothing but the truth) and obtain witness acknowledgment of statutory capacity requirements.
Features:
- Six clarification questions addressing each oath component
- Documentation of witness responses
- Reference prompts for use during testimony
- Printable acknowledgment record for hearing files

Post-Hearing Oath Assessment
Purpose: Systematic analysis of completed testimony to identify oath/affirmation violations through objective linguistic markers rather than subjective credibility judgments.
Use case: Legal practitioners, committee staff, accountability organizations, and researchers analyzing testimony transcripts to document compliance patterns and assess structural impact on component coordination.
Features:
- A-F taxonomy for primary violations (contradiction, evasion, false precision, temporal manipulation, attribution shifting, procedural misrepresentation)
- Pattern analysis (G) identifying Type 1/2/3 violation patterns
- Structural impact assessment (H) measuring coordination mechanism effects
- Professional report generation structure
- Auto-save functionality for extended analysis sessions
Methodology: Based on Post-Examination ROL Assessment of Witness Oath/Affirmation Compliance methodology document with empirically validated inter-rater reliability (77% agreement, Cohen’s Kappa 0.665).
Example applications:
- Usindiso Building Fire Commission testimony
- US Senate FBI Director confirmation hearing
- South African Commission witness refusal case
